Twitter has announced that feature the Moments will now be discontinued. Users will still have access to historical Moments, as noted by Twitter.

The Moments project, which was introduced in 2015 with much fanfare just days after the departure of former Twitter CEO Dick Costolo, is now effectively over because the option to create new Moments is disappearing. Moments were promoted at the time as “a brand new way to look at tweets,” and Twitter wanted to make the feature a major focus in order to help showcase the best of what the platform has to offer without following the popular users.

The experiment effectively came to an end in 2017 when Twitter went back on its dedicated Moments tab and later removed the ability to create moments on mobile. At least as a focal point for the app.
