The Wall Street Journal revealed that Facebook used a two-tiered system for content moderation a year ago. The platform’s stated rules applied to regular users, while VIP users were secretly flagged into a unique program internally known as “cross check.”

Now that they have returned, the Oversight Board is urging “significant improvements” to the cross-check program. 32 recommendations for changes to that procedure were made by the Oversight Board, some of which would significantly increase transparency of a previously secret program.

The company was urged by the board to publish “clear criteria” outlining which accounts qualify for cross-additional check’s review process, to clearly identify those accounts, and to make it possible for those who might be eligible to apply for the special account status.
